I Don't Get...

Puppy Pads,What are they? 
Mommy has them put down for me Everywhere so I don't have an accident. She even puts one right in front of my food cause that's where I used to go. 
But I don't use them. 
Mommy thinks it's because of the scent? I did use the unscented ones sometimes when mommy first brought me home.
Also with the scented ones Mommy thought if my sister and brother would pee I would too but no I didn't use them at all.and since I don't use them Mommy has to take me outside more often than usual so I won't potty in the house. Mommy doesn't mind taking me out but would like if i would use the pads so i could go on them on rainy/cold days or so i could be house trained. She also used to put one in my crate for bedtime but stopped since it was a mess.
My mommy doesn't know what to do anymore? Any suggestions?
P.S The puppy pads my mommy got is Arm&Hammer.
